The filter should not be in place if there is a bag in the cleaner. Using bagless mode with the filter dirties the filter, which is more difficult to clean than changing the bag. Bagless mode should be used if you are vacuuming up small particles rather than dust.
It also has a carpet cleaning mode, with a fairly complete set of accessories : it's not just a waterproof sucker. These extra parts are in the cardboard box with a picture of the cleaner on it. I think only the upholstery nozzle is unusable.
There is a PDF manual and possibly a paper copy in the box.
