Where would this double decker shop be located in the yard? A diagram would be helpful. Also - consider the costs of provisioning extra power for this infrastructure.
What about ring fencing or outlining the disposal costs when the lease expires?
The combined costs of these things would still be lower than a permanent non-recoverae extraction fan and might create a little more elbow room where there was none, right?
